Skill sigils are sigils that can be added to skills to improve things such as range, deadzone or the cooldown of the skills. Unlike armor and weapon sigils, which fit in each slot of their shape, skill sigils only fit on certain skills. When you add a sigil slot to a skill this means you have to be extra carefull that you can actually fit the sigil on the skill.
